Aloha, Pursuant to the public records law, I would like to request the following records in electronic format sent to my email address. This request concerns the segment of Poʻipū Road in Kōloa between the Kukuiʻula roundabout and the Ala Kinoiki intersection, where the posted maximum speed limit is 25 mph. The State Department of Transportation advised me that this roadway is not a State highway and that the request should be directed to the County. 1. The engineering and traffic investigation, speed study, or equivalent analysis most recently conducted for that segment, including any 85th-percentile free-flow speed data, together with the date it was performed. 2. The ordinance, resolution, traffic order, or other instrument currently in effect establishing the 25 mph maximum speed limit for that segment, and any predecessor instrument establishing a prior limit. 3. Records showing the placement and longitudinal spacing of advance speed-reduction warning signs on the approaches to that segment, including any sign work orders or sign inventory entries. Hawaii Revised Statutes § 291C-107 provides that maximum speed limits are determined by local authorities upon the basis of an engineering and traffic investigation. If the County does not maintain a responsive record for any item above, I would be grateful for a written statement to that effect rather than a partial response. Mahalo, Eric Magazu
