Aloha, Thank you for your reply. I was able to open all of the attachments you included, however, some appeared to be missing documents or cut short. The attachment with the email from Richard Spacer appears to include a partial email from him to someone named Scott, but does not include the entire message. In the attachment containing an email from Devin Bohannon regarding denied access to HPD records, Bohannon references attachments to his letter that contained the heavily redacted documents he received from HPD. Are those documents available? The request for assistance form from Jason R. Kwiat was only a single page. The document references his request to HCPD and HCPD's denial of his request as attachments to the request. Are those documents being withheld for privacy reasons or were they inadvertently omitted? Please clarify the reasons for omitting any attachments and provide any additional related documents. ... Sincerely yours CBLC Fellow

Hi CBLC Fellow, Attached is the complete record of Mr. Spacer's appeal, including the email from Kauai Police Commander Scott Kaui that Mr. Spacer had forwarded. Also attached are Mr. Kwiat's request to HCPD and HCPD's denial of his record request. As shown below, the Notice to Requester indicated that OIP was withholding the redacted police report provided by Appellant Ms. Bohannon in accordance with the exception in section 92F-13(1), HRS, because public disclosure of this record would constitute a clearly unwarranted invasion of Ms. Bohannon's personal privacy.
