Aloha,
Pursuant to the public records law, I would like to request the following records in electronic format sent to my email address.
This is a new request. It is narrower than a request the Judiciary denied by notice dated August 24, 2026, and it is not an appeal of that denial.
1. Any policy, directive, manual provision, memorandum, or written guidance governing whether and how a circuit or division may modify, supplement, overprint, or add text to a Judiciary form, and any approval process that applies to such modifications.
2. Any revision history, version log, or change record for Form JIMS-TR00024, Judgment and Notice of Entry of Judgment (Written Statement), showing when the template was created and each date it was revised.
3. Form JIMS-TR00024 as the blank template is maintained in the Judiciary Information Management System, in the version in effect during the fourth quarter of 2024 and in the current version.
None of these records is filed in any case or provided to a court incident to adjudication. OIP has framed the administrative distinction in those terms, and concluded that certified driver abstracts were administrative because their preparation was ministerial and they were not furnished to the court incident to adjudication. OIP Op. Ltr. No. 90-4 (Jan. 29, 1990). OIP has also described administrative functions as those describing the "scheduling, financial, record keeping, planning, reporting, and personnel activities of the Judiciary." OIP Op. Ltr. No. 93-8 (Aug. 2, 1993).
If any item is withheld, I would be grateful if the response stated the basis as to each item separately.
