I'm not fully sure, the response I got was: "For your request, please contact the State of Hawaii Organization of Police Officers (SHOPO) directly at 808-847-4676." I'm just trying to write my final paper for law school. I don't know if my request was refused because HPD's virtual unit is not allowed to disclose the bargaining agreement with SHOPO or if they just didn't want to take the time to send it, aka they passed the buck. Does the agreement not fall under the purview of The Uniform Information Practices Act (Modified), HRS chapter 92F, commonly known as UIPA, Hawaii’s public records law?
