Agreement between SHOPO and HPD

Request to:
Honolulu Police Department
Law used:
State of Hawaii UIPA
Status of this request:
Request refused
Refusal Reason
I'm not fully sure, the response I got was: "For your request, please contact the State of Hawaii Organization of Police Officers (SHOPO) directly at 808-847-4676." I'm just trying to write my final paper for law school. I don't know if my request was refused because HPD's virtual unit is not allowed to disclose the bargaining agreement with SHOPO or if they just didn't want to take the time to send it, aka they passed the buck. Does the agreement not fall under the purview of The Uniform Information Practices Act (Modified), HRS chapter 92F, commonly known as UIPA, Hawaii’s public records law?
Summary of Request
The collective bargaining agreement currently in effect between the State of Hawaii Organization of Police Officers and the City and County of Honolulu. I am a student at Mitchell Hamline School of Law writing a paper on the strengths and weaknesses of police arbitration.
