Aloha,
Pursuant to the public records law, I would like to request the following records in electronic format sent to my email address.
I request the following records maintained by the Honolulu Police Department relating to Policy No.
4.47, "Sovereign Citizen Movements"; and to HPDʻs broader policy-review practices:
1. The complete current text of Policy 4.47, together with every prior version of this policy, including
any version issued under a different title, and the adoption date and complete revision history
(including dates of each revision) for each version.
2. Records sufficient to identify the individual official(s) or administration(s) who drafted, approved,
or substantially revised each version of Policy 4.47, including any version created or revised
between November 25, 2009 and February 28, 2017, records documenting subsequent reviews of the policy after Feruary 28, 2017. .
3. All training materials, roll-call bulletins, lesson plans, or similar instructional records referencing
Policy 4.47 or the subject matter of "sovereign citizen"; or Hawaiian sovereignty movements,
currently in use or used within the last 10 years
4. Records sufficient to show, in statistical, summary, or redacted form, each incident, stop, arrest,
or report in which Policy 4.47 was cited or applied over the last ten years. I do not request
unredacted personal identifying information of any individual, and I am amenable to receiving this
information in aggregate or de-identified form.
5. HPDʻs complete current policy and procedures inventory, including the title, original adoption
date, and most recent substantive-review date for each policy.
If any of these records are maintained in an electronic format, I request they be produced electronically
(searchable PDF or the native format) rather than as paper copies. If any portion of a requested record is
subject to a claimed exception under HRS §92F-13, I ask that the Department segregate and disclose all
reasonably segregable non-exempt portions and identify, by category, the specific statutory basis for
any withheld portion, consistent with HRS §92F-11.
Fee Waiver Request
I request a waiver or reduction of search, review, and segregation fees under HRS §92F-11 and the
applicable OIP fee rules, on the ground that disclosure of these records is in the public interest. These
records concern how a public agencyʻs policy governing political and cultural expression was developed,
by whom, and how it has been applied — matters of clear public significance to the oversight of HPD
and to the communityʻs understanding of its own government. If a full waiver is not granted, please
provide a fee estimate before proceeding, and I would appreciate the opportunity to narrow this
request if that would reduce the estimated cost or processing time.

I understand the Department has ten business days to respond to or acknowledge this request under
HRS §92F-11 and Hawaiʻi Administrative Rules §2-71-13. Please direct your response, and any records
