Please provide all correspondence, documents, attachments, memoranda, review documents, applications, rejections, and decisions concerning any and all HRS § 201H-38 housing projects proposed for Kapa‘a, Kaua‘i at TMK (4) 4-3-003:001, including the Hokua Place project. The applicants may include Hokua Place Aina, LLC, Scott McQuarrie, G70, Lila Youn Cheng, or Jeff Overton, amongst others.

Upon further inquiry, HHFDC concludes that no HRS § 201H-38 application has ever been submitted for, or on behalf of, the Hokua Place project. We are not involved with this project.
While HRS § 201H-38 is a state law, that law also makes clear that HHFDC is not the only entity that is authorized to process HRS § 201H-38 applications.
Attached please find a formal version of this response.
I would suggest that you ask the folks with oversight over land use matters at Kauaʻi County.

Thanks for getting back to me despite low-staffing during summer break. Hokua Place representatives have informed Kaua`i community groups that they are doing an "201H-38" housing project, which I understood meant they would be going through HHFDC procedures. Thanks so much for helping with this request. We'll be interested in anything you find.

This is an informal email to you to acknowledge that we are in receipt of your UIPA request.
During an initial query, I have not been able to locate information showing any association between HHFDC and the developers of the Hokua project. Do you have any documents suggesting otherwise? Have you spoken to someone in the Kauai County Planning Department?
It is the beginning of August and practically everyone in the Development Branch -- who may be in the best position to help us track this down -- is out of the office.
Nonetheless, expect to hear back from me in the coming days.
