Pursuant to the public records law, I would like to request the following records in electronic format sent to my email address.
The UIPA Record Request Log(s) used by the Department of Environmental Management to track record requests received from July 1, 2016 to June 30, 2017. I am seeking the underlying data spreadsheet(s), not the summaries uploaded to the UIPA Master Log on data.hawaii.gov.
I would like the record provided in its original Excel format.

Thank you for the email. I believe you may be accidentally conflating the "Notice to Requester" form, which includes language to the effect that the agency does not possess the government record or that it requires a compilation from records that are not readily available, with the "Acknowledgment to Requester" form that you received, in which the agency stated that it required consultation with another agency to determine what portion of the record, if any, might be exempt from disclosure or otherwise fall within one of the enumerated exceptions to disclosure of public records as provided in Chapter 92F HRS. The department is in no way suggesting that what you ask for is, broadly speaking, somehow not a government record (which is what I presume you mean when you use the colloquial phrase, "public document").
As I am quite certain that you are well-versed in the subject, I will not belabor the point. The agency receiving the request, however, does not deal with this subject on a regular basis and thus asked for consultation in order to ensure that it does not risk disclosure of any record when it knows (or should have known) that such disclosure is prohibited.
I appreciate the link to the record you received last year, and feel fairly confident that you should expect to receive a similar response before the next ten business say deadline.
