The DOH refuses to send just the SRF loan environmental records in order to limit costs on the request. Also, DOH refuses Requestor's offer of payment in segments and has refused to reply to any other negotiation to provide any partial release of the UIPA-requested financial and SRF loan contract record by falsely claiming the $8 mill. loan is already complete.
Summary of Request
The County of Hawaii is half-way through pay off of the SRF Cesspool Conversion loan. I request the DOH-requisite EADs for the Cesspool Conversion loan to COH.
