Pursuant to the public records law, I would like to request the following records in electronic format sent to my email address.
This request concerns the segment of Poʻipū Road (Route 520) on Kauaʻi between the Kukuiʻula roundabout and the Ala Kinoiki intersection, where the posted maximum speed limit is 25 mph.
1. The traffic order, administrative rule, or other instrument currently in effect establishing the 25 mph maximum speed limit for that segment, and any predecessor instrument establishing the prior limit.
2. The most recent engineering and traffic survey, speed study, or equivalent analysis conducted for that segment, including any 85th-percentile free-flow speed data, together with the date it was performed.
3. Records showing the placement and longitudinal spacing of advance speed-reduction warning signs for that segment, including any work orders or sign inventory entries.
Hawaii Revised Statutes § 291C-107 provides that maximum speed limits are set upon the basis of an engineering and traffic investigation. If the Department does not maintain a responsive record for any item above, I would be grateful for a written statement to that effect rather than a partial response.
