Hi Rene, Attached is the requested roster of commercial primary aquarium dealers who were active as of the end of January 2019. Please note that DLNR has not yet established Hawaii Administrative Rules to issue commercial primary dealer licenses. DLNR only has statutory authority to collect reports from primary dealers for purchases of marine life obtained directly from commercial fishers, and HAR authority to set weekly report period submission deadline for primary dealers. The 'Dealer tracking #' in the table is not a Dealer license number. It is a unique tracking number to identify the primary dealer in the database. Let us know if you have any questions. P.S. The $80 check for the previous request has been received. Bin C. Mahalo Bin, Is there any statutory or regulatory requirement that the information provided, such as the address, be accurate? Are there any penalties for inaccurate/falsified records? Sincerely yours Rene Umberger

Hi Bin, Can you please confirm that Pete Basabe/Dive Hawaii, and Ian Chun, are not dealers, but just collectors who report sales to dealers? They're on the Dept. of Ag list of aquarium fish shippers, but not on any dealer list. They aren't the only ones, but just the ones that stand out, right away. Also, did the new reporting requirement result in some former dealers, falling off the list because they aren't primary dealers, who purchased directly from collectors? Were there any other reasons why they'd fall off the list, other than selling their business/going out of business? ... Sincerely yours Rene Umberger

Hi Bin, Another question on the dealer lists. You earlier provided the aquarium dealer list as of Dec. 2017. Can you please confirm that those businesses/individuals were listed because they had reported purchases/sales in 2017? ... Sincerely yours Rene Umberger

Hi Rene, One of the purposes of the dealer report is to verify the amount of reported catch on the fisher's report. So this is one of our data resources or management tools to insure accuracy of our fisheries data collection. Basabe's Dive Hawaii is the name of his business. He is not a dealer. Chun terminated his primary dealership, Hawaiian Black Coral, on 1/17/19. Many of the primary dealers make business decisions or change their business practice all the time. Some can't make a go of it, while others opt not to buy from fishers and instead will purchase from other dealers. In both cases, these are reasons to terminate the primary dealership and the report requirement. Bin C. Hi Rene, The list provided as of December 2017, means that as of that date, these are the active primary aquarium dealers. Some dealers remain active, but that does not mean that they are actively purchasing from aquarium collectors. Because a primary aquarium dealer license does not exist, it does not cost the dealers anything to maintain a report requirement with DLNR. And, they are not required to actively purchase anything. They just have to report purchases or did not purchases on a weekly report period basis. Bin C. Dear Bin, To make sure I understand: anyone who purchases aquarium fish directly from a collector(s) is a dealer who is required to report? Pete Basabe is not on any of the aquarium rosters I've been given over the years. Can you confirm that he's never been a dealer? ... Sincerely yours Rene Umberger
