Dear Sir or Madam,
I still have not received the government record I requested. I asked for the Board procedures to address petitions from the public as referenced in BOE Policy 400-1 #10.
The DOE responded by sending me a bunch of information about obtaining employee records.
I am still waiting for the information I requested. Monday, June 3, 2024 is the tenth business day since I sent my request.

Aloha,
My UIPA request "Request Government Record: BOE Procedures to Address Petitions from the Public" (05/19/2024) was not answered in the time defined by HAR 2-71-13.
I am not asking that any information be parsed or collated. Board Policy 400-1(10) makes it clear that these procedures are supposed to exist. These policies either exist or they do not. There would be nothing to redact. Please send me the BOE procedures to address petitions from the public as soon as possible.

The scanned letter from OIP informs Requester that request is denied because the procedures don't exist. OIP response (1) is misleading because the request was not partially granted because testimony is not a procedure that addresses public petitions when Board of Education Chairs will not add items to agendas requested by public petition.
(1) "DOE granted in part and denied in part the request, explaining that the Board of Education (BOE) does not have specific procedures to address petitions from the public, but that BOE 'accepts public testimony for its meetings and welcomes information from the public, whether presented to the Board as a whole or to individual members',"
OIP response (2) is inaccurate because the DOE has not responded as of this writing. The DOE responded to the OIP but not the requester.
(2) "Because DOE has now responded to you in writing in the manner required by section 2-71-14, Hawaii Administrative Rules (HAR), OIP will close this Request for Assistance file."
