Aloha Ms. << Name removed >> , This email is to provide an initial estimate and to confirm if you would like to keep or change your initial query. We have forwarded your initial request and the response from the responsible division is: this is considered a complex request. It is estimated to take at a minimum of 50 hours to research and report the information you are requesting. This does not include review and segregation (highlighted below). A starting estimate is attached. This estimate is subject to change as the process is completed in real time. I have included this excerpt: <<email address>> As an alternative to the $30 fee waiver (not in addition to), the agency may waive the first $60 of fees for searching for, reviewing and segregating records when the waiver would serve the public interest. If you wish to apply for a waiver of fees in the public interest, you must attach to this request a statement of facts, including your identity as the requester, to show how the waiver of fees would serve the public interest. The criteria for this waiver, found at section 2-71-32, Hawaii Administrative Rules, are (1) The requested record pertains to the operations or activities of an agency; (2) The record is not readily available in the public domain; and (3) The requester has the primary intention and the actual ability to widely disseminate information from the government record to the public at large. Would you like to continue with this request as is or would you like to amend your request? Over the last 7 years our past mayor made many improvements to parks all over the island. If you can be more specific as to what project you would like information on it may shorten your wait time and decrease the cost of your inquiry. Keep in mind this request will be completed as quickly as possible without hindering regular operations. Hello, Thank you for responding to my UIPA request. All other counties in the state promptly gave the information requested without charging fees. I would like to inquire as to why Honolulu County admin require 40 hours to produce a list of the playgrounds built in the past 7 years and the contractors and budgets. If the reason is that HNL has built far more playgrounds and / or playground shade structures in that timeframe, the 7-10 most recent projects would suffice. Aloha Ms. << Name removed >> , The previous attached document outlining the possible costs are standard for all FOIA requests within the City and County of Honolulu. I am unable to waive any fees accrued due to your request unless it is within the time frame stated on the form. If you could provide a sample of what you received from Hawaii County or Maui County I may be able to get you a answer quicker as we can use that as a guide fill your request. Hi Amber, Here is a copy of what Hawaii County sent over. They also supplied PDFs for each project with further details but a simple document comparable to this would suffice. https://www.dropbox.com/s/q4csxlemrpn... ...
