UIPA Dear UIPA Records Officer: Request #1 - Pursuant to the Hawaii Uniform Information Practices Act (HRS Chapter 92F), I am requesting access to review data, and copies be provided of the complete raw monthly data (including online data), submitted by the Hawaii Public Housing Authority (HPHA) to the U.S. Department of Housing and Urban Development (HUD) through the monthly Form HUD-52681-B (Voucher Management System reporting) for each voucher on behalf of all recipients of the Section 8 Housing Choice Voucher Program. Please redact any personal identification, but I need the data for the voucher (i.e., HAP payment, subsidy received and expended for each voucher, contracted amount, payment standard and/or value of voucher at the time it was issued, and all other data available as part of VMS reporting form HUD-52681-B). Specifically, I request: 1. The full complete raw monthly data online submissions from HPHA via Form HUD-52681-B. 2. Any and all internal worksheets, spreadsheets, and source data used to compile the submissions. 3. Any and all correspondence and internal memoranda concerning revisions, corrections, and adjustments to submitted data. 4. The data in its native electronic format (e.g., CSV, Excel, database export, or other machine-readable format). 5. All underlying data fields, data elements, data dictionaries, reporting field definitions, and metadata included in each submission. 6. Any validation reports, adjustment records, and post-submission revisions associated with HPHA’s submissions. 7. All records for the time period of January 2015 through December 2025 (if different date range is more readily retrievable, please advise). This request seeks agency records reflecting HPHA’s reported figures in HUD’s VMS system that underline publicly reported dashboard data. I am not requesting personally identifiable tenant information; if any such information exists in the raw files, I request that it be redacted rather than used as a basis for withholding entire records. Fee Waiver Request: I request a waiver or reduction of fees pursuant to 5 U.S.C. § 552(a)(4)(A)(iii). The requested information concerns the administration of federal housing funds and public expenditures under HUD’s voucher programs. Disclosure will contribute significantly to public understanding of government operations and oversight of federally funded housing assistance. The records are not sought for commercial use. Request #2 - In accordance with Hawaii Revised Statutes 92F-23, I am requesting that within (not after) ten (10) business days from the date of this letter that I am permitted access to review online submissions regarding the data related to my Section 8 voucher, and permitted access to review my individual personal records (online and hardcopy); and receive copies upon request. 92F-23 Access to personal record; initial procedure. “…Upon the request of an individual to gain access to the individual’s personal record, an agency shall permit the individual to review the record and have a copy made within ten working days following the date of receipt of the request by the agency…” If any portion of this request is denied, please identify the specific statutory basis for denial, exemption relied upon, and release all reasonably segregable portions of responsive records. If clarification is needed to process this request, or if you determine that any part of this request is unclear or overly broad, please contact me immediately so we can narrow the request to facilitate prompt processing. The information I am seeking is of public interest as it relates to my societal obligation to report fraudulent behavior by state employees of the Hawaii Public Housing Authority, which evidence proves that $869M was "allegedly" stolen from the Section 8 Housing Choice Voucher Program. I am seeking access to review and obtain copies of HPHA and HUD data that I believe will prove fraudulent behavior by the Hawaii state employees making false reports to HUD, then altering their financial records to reflect the false reports HPHA made to HUD.
