All proposals, quotations, or any other documents submitted by bidders (mostly payors or TPAs e.g. Blues, national payors (United, Aetna, Cigna) and UMR) in response to solicitations described in item 1 3. All contracts awarded for ASO and insurance administration by the state since January 1, 2010 4. All detailed scoring sheets or any other evaluation materials used by the state to evaluate all bidders' responses 5.
