Pursuant to the public records law, I would like to request the following records in electronic format sent to my email address.
To Whom it May Concern:
This letter requests certain records and documents pursuant to public record laws. I am conducting academic research as a UC Law San Francisco law school faculty member on the use of technology in state correctional systems. To the extent you are aware of records that may be directly related or relevant to this request, but that I do not specifically describe, I request that you provide these records as well.
1. Records Related to Inmate Tablets
a. The number of tablets that were in use by inmates in the department in 2024.
b. All internal policies, protocols, standard operating procedures, and training manuals, related to tablet use, including tablet disciplinary procedures or rules, search procedures, and data retention policies.
c. All contracts, memorandums of understanding, or agreements with the third-party vendors or developers related to tablets.
d. All written material provided to inmates about the use of tablets, including rules, conditions and consequences for violations.
e. The number of inmates disciplined for rule violations associated with tablets in 2024 (including jailbreaking), as well as any documents reflecting the nature of the violations.
2. Records Related to Monitoring Inmate Communication with People outside Prison (including monitoring or recording video visits, phone calls, emails, texts and physical mail).
a. All internal policies, protocols, standard operating procedures, training manuals, related to monitoring inmate communication, including disciplinary procedures or rules, search procedures, and data retention policies. This request covers video visits, phone calls, emails, texts and physical mail.
b. All contracts, memorandums of understanding, or agreements with the third-party vendors or developers related to monitoring video visits, phone calls, emails, texts and physical mail.
c. All written material provided to inmates about video visits, phone calls, emails texts and physical mail, including rules, conditions and consequences for violations.
3. Records Related to On-Site Inmate Surveillance (including electronic monitors, wrist or ankle monitors, inmate-worn health monitors, any language analysis software, facial recognition software, voice recognition software, and predictive analytic tools).
a. All internal policies, protocols, standard operating procedures, training manuals, related to inmate surveillance, including disciplinary procedures or rules, search procedures, and data retention policies related to any of the types of technology listed above.
b. All contracts, memorandums of understanding, or agreements with the third-party vendors or developers related to the types of technology listed above.
c. All written material provided to inmates about any of the technologies above, including rules, conditions and consequences for violations.
