Hi Rene,
I talked to DAR staff about this request. The reality is they don't have the manpower at this time to conduct the research right away. The key staff folks are busy in preparing for several meetings in May and working on the system renovation which is due in the summer. They're also handling the reopening of certain bottomfishing areas in the short term.
With all that, they told me they're looking at sometime in June to turn over the information to you. Please let me know if that's a problem with you. If you do have the urgency, I'll try to talk to them again. We don't know if there will be a charge for the search at this time, but I think it likely given that they seem to need some time to work on it.

We're now responding to your record request dated April 3, 2019. Thank you very much for your patience and understanding as we're experiencing severe shortage of staff manpower.
Attached is the non-confidential summary tables to satisfy your request items 1 and 2. Your third item regarding comment is deemed confidential and there is no way to summarize this because the content of this text is unique for trip reports and by licensees. As a result, we're not able to release that record.
A follow up in regard to the question on cash sales reports and relation to sales export outside of Hawaii. The cash sales reports enumerate the amount of harvest sold and e-vessel value of marine life that was peddled (not offered to primary dealers) by collectors. DLNR-DAR does not have a report on export of marine life. And, we do not know the destination of the marine life that is exported outside of the State.

The numbers reported in this document far exceed the numbers in the aquarium catch data we've received from you. For example: the number of fish from Hawaii Island (94,662) is nearly 3X greater than in the numbers reported sold in 2018 (33,358).
Also, the report shows "No. Harvested", but the sales report doesn't document that. It documents the Number Sold. It may just be a clerical error, but I want to be sure we're on the same page.
Are there separate instructions for the personal aquarium cash sales report (PACSR)? If so, may I have a copy? The column for comment has "See Instructions", but there is nothing in the AQ Fish Trip Report instructions that refers specifically to this form, other than the requirement to use it.
I understand that DLNR doesn't have an official report on the AQ exports, but do you agree that this PACSR, combined with dealer reports, should be a de facto way to get a close approximation?

Here is an answer from Reginald Kokubun. Hope it's helpful to you.
"The request was for harvest information by Island for CY 2018. So only the total number kept or harvested was summarized. The request did not ask for sales or dealer information, which includes the personal cash sales report. The division does not infer sales or dealer information to be a de-facto proxy number for export. An export report does not exist so there is no accurate or reliable reporting tool to measure this information.
As for the reference to the difference in aquarium catch numbers for Hawaii island. I presume this is the total harvest of finfish collected and the reference number reported sold or 33,358 in CY 2018 appears to come from a summary provided in January of this year. That requested summary was by area code and by west or east Hawaii region and by species. Because of the detail data strata, confidential information was excluded from the summary. Also, since January of this year, additional late 2018 reports and report discrepancies were processed and made available for the current data request. In addition to the additional 2018 aquarium fish repots processed, the current data request left out detail data strata so the non-confidential aquarium harvest numbers are much higher than the previous request."

Apologies for the delay -- I've been traveling and now trying to catch up with this important item!
I had previously requested a copy of the specific instructions for the Personal Aquarium Cash Sales Report. Are you able to provide that?
Per the AQ Fishing Trip Report Instructions (see "Header" Item 7) and The Personal Aquarium Cash Sales Report, itself (see column name "Export?"), AQ collectors are required to report catch exported outside the state.
Per the Personal Aquarium Cash Sales Report (see column "Comment - See Instructions") they appear to also be required to name the company/person they exported their catch to. This is why I'm asking for a copy of the instructions.
In the statements from you (on June 6) and Reg (June 24) regarding these exports, you each wrote that "DLNR-DAR does not have a report on export of marine life" and "an export report does not exist", do you mean that DLNR-DAR does not capture the export data that it requires AQ collectors to provide?

Hi Rene,
A fisherman is indeed required to file a cash sales report in certain circumstances including selling directly to parties outside of the state. Please see file for the report form and guideline. However, as you can see, it's only a checkbox item on the form, and we don't have any more specifics of the exports. We currently don't require the fishermen to provide details of the exports.
In the past two years, only a very limited number of aquarium fishermen filed the cash sales reports for aquarium fishing that included exports to out of state buyers. So we're not able to release further information related to their reports for privacy concerns.
