Summary of Request
I request records of OEQC procedures or steps taken to ensure that environmental review documents filed in compliance with HRS 343 for publication in "The Environmental Notice" during the COVID-19 virus pandemic, which required State Libraries to close for physical and computer access for digital reading of documents. I request records of extensions of comment periods for any filed documents starting March 8, 2020, as libraries first closed on March 18, 2020, and remain closed to date (July 11, 2020). Also, records of any other special COVID provisions OEQC has enacted to accommodate public access and comments, such as the US District Court "written orders" that allow email filing for the first time - that represents the type of record I am requesting. I will pay up to $100 for these COVID- procedure records if the OEQC does not prima facie deem this request to be "in the public interest."
