Lyft, Inc. ridesharing company / Past Certificates of Insurance
- Request to:
- Department of Customer Services
- Law used:
- State of Hawaii UIPA
- Status of this request:
- Request asleep
- Refusal Reason
- One CSD office says they have the certificates, while another says they don’t. Also, the list on insurers provided instead was inaccurate. It was a list of insurance agencies selling insurance, not a list of insurance companies providing insurance. As a result, without certificates of insurance as evidence of insurance, both LYFT and CSD are in non-compliance with state law and City & County ordinance.
- Summary of Request
- Please provide copies of LYFT, INC.'s Certificate of Insurance for past coverage periods: a) 10/01/2017 through 10/01/2018; b) 10/01/2018 through 10/01/2019; c) 10/01/2019 through 10/01/2020; d) 10/01/2020 through 10/01/2021. Thank you for your time and assistance in honoring this UIPA request.

Dear Sir or Madam,
Thank you for your reply. However, instead of a listing of the insurance agencies who filed the Certificates of Insurance for the actual insurance companies and their insured, Lyft, Inc., I requested copies of the actual Certificates of Insurance. If your staff would email those copies to me at their earliest opportunity, that would be greatly appreciated. Thank you.
Sincerely yours

Hi John,
I was instructed to refer you to this portion on the Notice to Requester form:
"Will be granted in its entirety. A compilation of data will be provided. CSD does not have copies of the certificates."
I hope this clarifies any confusion or misunderstanding. If you still continue to have any concerns, please let me know.
Thank you,
Sylvia…

Dear Sylvia,
Thank you for your reply. Does this mean you are only going to provide that list? If yes, please be advised that CSD does in fact have copies of Lyft, Inc.'s Certificates of Insurance. They are being maintained at your Motor Vehicle Control Section, Abandoned Vehicles Unit, at 1112 Kapahulu Avenue, (808) 768-2530. I called them early on and they confirmed they have them, but could not provide me copies without me submitting a UIPA request to you. For confirmation, please refer to:

Hi John,
Please see below for our response.
"Mr. << Name removed >> ,
The Motor Vehicle Control Division does not have the certificates of insurance. The Application for Private Transportation Company Registration does not ask for a copy of the certificates of insurance, only for insurance information which we have provided to you. Also, the link that you cite does not suggest that the Motor Vehicle Control Division has the actual certificates of insurance.
We are only providing you a compilation of Lyft's insurance information because the Department of Customer Services does not have or maintain documents responsive to your request."
I hope this clears up any confusion and misunderstanding. However, if you continue to have concerns, please let me know and I will reach out to staff again for more clarification.
Thank you,
Sylvia…

Dear Sir or Madam,
Sylvia ~ That is interesting because that is not what they told me. Further, the listing your office provided me was not a listing of Lyft's insurance, past or present, but instead a listing of the insurance agencies (as opposed to the insurance companies) through which Lyft purchased their insurance. In other words, insurance agencies "sell" insurance but they do not "insure" anything. Further, if what you shared is true, CSD has no proof of Lyft's insurance, putting not only Lyft, but your office in non-compliance of state law and county ordinance.
Sincerely yours
