Aloha Mr. OʻToole,
We are in receipt of your request.
Much of the information you are requesting, unfortunately, is not readily available to the public.
That said, weʻd like to be as transparent and cooperative as possible.
I can point you to the information we have online, including:
* A list of applicants for financing (not exclusively LIHTC) since 2010. https://dbedt.hawaii.gov/hhfdc/develo...
* A list of awardees for financing since 2010. https://dbedt.hawaii.gov/hhfdc/develo...
* The agendas and minutes of HHFDC meetings dating back to July 2006 and, from May 2020 to present, packet materials for each agenda including the For Actions and Resolutions which show which projects were approved for LIHTC and how much. https://dbedt.hawaii.gov/hhfdc/board/...
The rest of the information you seek, in sum, would require immense time and resources.
It would be of great benefit to all parties if you could pinpoint for me please specifically what it is youʻd like to see from each of these approved applications? Possibly narrow the parameters of the search?
If youʻd like to have an informal discussion about this, I a generally in the office by 9am Hawaii time weekdays -- 3pm EST and noon PST -- and leave no earlier than 6pm HST.
Thank you,
Gordon Pang

Aloha,
Thank you for your response to my request. Most states are now requiring applicants for LIHTCs to fill out an Excel spreadsheet containing the following kinds of information:
1. Name and address of project
2. Name and address of applicant
3. Name of builder if different from applicant
4. Height of the project in stories
5. Number of units in project by number of bedrooms and average square footage of units
6. The number of units that will be "affordable" and the income limits for people renting or buying those units
7. Cost of project broken down into categories such as land acquisition, architects fees, consulting fees, hard construction costs, and so forth
8. Source of funds for the project including various affordable housing funds, loans, and applicant's funds
For reference, I am attaching a blank application form from another state. If you review it, you will see that none of the information on the spreadsheet invades anyone's privacy so it should all be public information. I suspect that Hawaii uses similar spreadsheets and that is the information I am requesting. Most of this information is not available in other places on your web site.
Whoever accepts the applications on behalf of HHF&DC probably has several years' worth of spreadsheets on their computer, which means it should not be a huge task to find the spreadsheets and email them to me. If Hawaii does use these spreadsheets, it may be that it only began to do so a few years ago and had some other form prior to that, in which case I would like to see the spreadsheets that are available.
I hope this clarifies my request. Let me know if you have any questions.
Best,
Randal O'Toole
