Please note that new hirers (DHRD) and promotions (Department) require a formal application.
§92F-14 Significant privacy interest; examples. (a) Disclosure of a government record shall not constitute a clearly unwarranted invasion of personal privacy if the public interest in disclosure outweighs the privacy interests of the individual.
(b) The following are examples of information in which the individual has a significant privacy interest:
(4) Information in an agency’s personnel file, or applications, nominations, recommendations, or proposals for public employment or appointment to a governmental position.

An employment application, including resume and cover letter, concern "education and training background [and] previous work experienced and are required to be disclosed under HRS 92F-12(a)(14). Also, the OIP has held (see OIP Op. No. 94-08) that employment applications of successful government applicants must be disclosed.
Also, letters of commendations are public record per OIP Op. No 93-22.
So I would like a copy of the Hirano's application, resume, any cover letter and any letters of commendation.

I believe you need to re-read 94-08's conclusion as to what specifically from an application must be disclosed. Also, the context of this opinion is about a recent promotion involving a current employee, which is a significant factor in the analysis:
The HPD must disclose the following information from the successful MPAC candidate's application: name, business telephone, education, training, current position at the HPD, and previous work experience. The UIPA also requires the HPD to disclose the MPAC candidates' score worksheets after deleting the MPAC candidates' names therein.
OIP 93-22: Making Ethics Commission Nominees Public Includes Past Nominees, incorporation OIP 93-13's decision about Judicial Commission's referral to the Governor. I am not sure about your reference here?
You do have the option to appeal to OIP.…
