Request to:
Hawaii Community Development Authority
Law used:
State of Hawaii UIPA
Status of this request:
Request partially successful
Refusal Reason
Not a refusal, but no documentation with further details and information were provided, except for the information that was already publicly available.
Summary of Request
Hello, I would like to request any and all documents relating to Honuakaha LP's near-$800,000 delinquency to Honuakaha AOAO, which was disclosed to HCDA's Board at the 9/1/2021 Kaka'ako meeting. While this was brought up, there was no information available except that the delinquency was "recently discovered" and I would like documentation showing how it was discovered, by who, etc. This documentation request would include any findings and discussions of the Permitted Interaction Group, which was established on 11/3/2021, consisting of volunteers/Members Susan Todani, Vernon Inoshita, and Peter Apo. I already have a copy of the 9/1/2021 meeting agenda, minutes, and related Staff Report. I also have copies of the publicly available HCDA Kaka'ako meeting minutes from that time period, but no other documents detailing the nature of the delinquency.

Status Request resolved

Ms. Kim, The Hawaii Community Development Authority ("HCDA") is providing this response, but please note the HCDA is not the same as the Honuakaha Limited Partnership ("HLP"). The HCDA is the general partner of the HLP. The HLP contracts with a property manager to manage the Honuakaha Senior Rental Housing Project on its behalf. Mark Development, Inc. is the current property manager. The maintenance fee delinquency you are referring to was from July 2020 at $40,884/month. The balance was $613,260 as of September 2021. A check for $735,912 was remitted to the Association of Apartment Owners Honuakaha in January 2022 to cover outstanding maintenance fees to date. The maintenance fee and past due amount by unit is included in the Dues Roll report. The findings and discussion of the permitted interaction group established on 11/3/2021 are included in the publicly available materials on the HCDA website. There is no other documentation. In the future, please direct your inquiries regarding the HLP and/or the Honuakaha Senior Rental Housing Project to Mark Development, Inc. for appropriate attention. Sincerely, Garet

Thank you very much Garet; I did ask you at one of our prior Board meetings about the delinquency, as did several other homeowners at various other meetings, and we were told that it was in the past and that the Board would not discuss. I requested the documents from HCDA as the information was made public in HCDA's Kaka'ako meeting minutes.
