Aloha Marcel, The Honolulu Authority for Rapid Transportation apologizes as we were unable to fulfill your request to access government records during the timeframe due to recent COVID-19 events. Your request was dated March 7, but delivered to HART on March 6. The deadline for HART's response was therefore March 20, which was ten business days, calculated from the date of delivery. See HAR 2-71-13. Please be advised that pursuant to the Governor's March 6, 2020 Supplemental Proclamation, the Office of Information Practices has issued the following guidance for agencies: "For requests made before the SP was issued but due after March 16, the UIPA’s suspension means that the agency is not required to respond until after the SP is terminated, and the delay in its response does not violate the UIPA." We will strive to provide the documents as soon as possible within our resource constraints. Thank you for your patience and cooperation.
