Summary of Request
Pursuant to the Uniform Information Practices Act (Chapter 92F, HRS), I am requesting government records related to the County of Hawaiʻi’s use of aerial imagery services provided by EagleView Technologies, Inc. (also known as Pictometry International Corp.) and any subcontractors operating aerial imagery aircraft on their behalf, including JAV Imagery LLC and JAV Air Services LLC. The County’s 2025 Mass Appraisal Report references expanded use of EagleView/Pictometry aerial imagery for property assessment. With that as a starting point, I am requesting: 1. The current contract, agreement, or statement of work between Hawaiʻi County and EagleView Technologies, Inc. or Pictometry International Corp., including any amendments or renewals. If the contract was procured through a cooperative purchasing agreement (e.g., NASPO ValuePoint or a state contract vehicle), please identify the originating contract. 2. Records showing how the contract was procured — whether through competitive bid, sole-source justification, or cooperative/piggyback arrangement — and the total annual cost to the County. 3. A list of all County departments, divisions, or offices that currently have access to EagleView/Pictometry imagery or data derived from it. 4. Records identifying any non-County entities (state agencies, federal agencies, law enforcement agencies, insurance companies, or other third parties) that have been granted access to EagleView/Pictometry imagery of Hawaiʻi County properties. 5. Any privacy impact assessment, data governance policy, acceptable use policy, or access control policy governing the use of this imagery, including any restrictions on who may view oblique (side-angle) images of residential properties. 6. Any data retention policy describing how long the imagery and derived property data are stored, and whether retention is controlled by the County or by EagleView.
