Hi Rene, Attached is the non-confidential aquarium dealer report summaries to satisfy this UIPA request. Table 1 contains summaries for CY 2015 through 2018 for all commercial primary aquarium dealers and includes the personal cash sales reports from licensed fishers who sold their collection at retail. Confidential summaries have been removed. The 'All others' species category contains the pool of species that were either purchased by a few dealers or harvested for sale by few collectors. Table 2 contains summaries for CY 2015 through 2018 of personal cash sales report from licensed fishers who indicated that the status of the transaction was exported. These reports were also included in the first table, because the cash sales report is a dealer report. Due to data confidentiality, the summary could only be pooled for year and island. The approximate compilation and review time for this data request is 12 hours. We may issue an NTR to press a charge for this. I'm releasing it to you now as I'll be out of office after tomorrow and don't want to hold it up for over two weeks. Bin C. Thank you for releasing this now, Bin. Am I correct that the exclusion of 2018 from Table 2 indicates that fewer than 3 collectors indicated "Export" on the cash sales report and so that year couldn't be included? If so, per the 2018 cash sales report you already provided which documented 134,551 fish sold by 30 collectors statewide, that would indicate that fewer than 3 of those collectors sold their fish out of state and the rest were sold to their neighbors. This can't be right. What am I missing? Thanks for any help here. Seems we may need to schedule a time to talk when you return. ... Mahalo, Rene Umberger

Hi Rene, Here are some comments by Reginald Kokubun. Hope this is helpful. Table 1 contains information from all dealer reports, which includes primary aquarium dealer purchases and licensed aquarium collectors who sold their harvest at retail and report this information on the Aquarium Personal Cash Sale Report form. The PCS is considered to be a dealer report. Therefore, Table 1 has all of the dealer report information regardless if the dealer intends to export it. In fact, primary aquarium dealers also export their purchases, too. But, we do not have a handle on this information from them. That's where an export report requirement is needed. Table 2 contains only those Aquarium Personal Cash Sale Report in which the licensed aquarium collector checked off 'Export'. This is probably the only place in the reporting requirement where we can assume that the aquarium collection is sold outside of the State. Some licensees filed PCS reports but did not check off export (sold to client in-state) so these are not included in the table. In the end, there were only a few licensed reporters per year per island that's why individual species could not be reported out. In essence, Table 2 is indeed a subset of Table 1. The Division does not at this time have an export report requirement to provide the necessary detail information such as the source of the marine life, who is the exporter, when is it being exported, how much, how valuable, and, destination of export. Dear Bin and Reginald, Mahalo for continuing this conversation. Given this latest explanation, can you please help me understand what you provided to me earlier this year in response to my request for the PCS report data for 2018, and which showed 141,666 fish sold by 30 collectors statewide? I'm having difficulty aligning that with this recent request in which you say you couldn't provide that data. Also, you may not be aware that the federal Lacey Act does require documentation of the fish species exported from Hawaii, by name and number of species. Hawaii shippers and airlines are ignoring that law, though they were notified of the requirement by USFWS earlier this year. That documentation is not confidential, according to Lacey. If DLNR required a copy of that documentation, you'd have export reports in your hands. Sincerely yours Rene Umberger
